1 Spirit Court for the Bloody Hands of Nexus

Many bloody hands make their way through the streets and alleys of Nexus. As is their nature, they are attracted to murder, and murder is one of many commodities Nexus has in abundance.

The bloody hands of Nexus do not necessarily get along with one another. There are too many bloody hands in Nexus for comfort, but none of them are willing to leave a city so full of the terminal violence they enjoy.

Instead, they just remain within the city, resenting the presence of their fellows, and plotting against them constantly. Some try to convince Exalts, other spirits, or anyone else capable of it to kill their fellows. Some speak with shaman and others well-versed in occult lore, and pay them to attempt to drive their rivals out. One of them even appealed to the Council of Entities itself.

However, like the murders they so enjoy watching, the bloody hands of Nexus, while a large and dark influence upon Nexus, do little to effect business or trade. Therefore, the Council of Entities allows them to remain.

A few have taken a more tactful approach; however, and they attempt to make treaties with each other. They will agree that certain areas of the city, or certain methods of murders are the providence of one bloody hand, and one bloody hand alone.

Bloody hands are not given to keeping their word; however, and their distaste of performing violent acts themselves makes it rare for a bloody hand to be able to enforce any bargain it has struck. Therefore, it is not uncommon for more than one bloody hand to watch a murder being done, though they experience is lessened by the presence of a second voyeur.

On occasion, the bloody hands of Nexus have attempted to bond together like a proper Spirit Court, complete with a set of rules and regulations intended to make all of their lives easier. Much like the attempts of Nexus’ bloody hands to strike individual treaties, the attempts at
forming a Spirit Court have always failed.

The city of Nexus is teeming with bloody hands. Even they don’t know exactly how many are within the city. There is one person who knows how many of these dark spirits are in
Nexus. All of the city’s bloody hands have been visited by the Emissary, and it has been made very clear to all of them that they will be at the service of the Council of Entities whenever the Council wishes. No bloody hand would ever want to stand against the Emissary, not just
because of his strength, but also because of their respect for his artistry.

2 Hidden Valley Spirit Court 

Powerful Spirits:
Administrator of the Changes

spirit who monitors at the plants and animals, ensuring
that they change as appropriate with the seasons, such as
leaves falling, fur changing color, snow falling, plants
dying, leaves regrowing, etc. etc. works closely with the
Humble Monitor and Joyous Representative. While this job
was also an important, if almost "cushy" job, the
Administrator of the Changes has also had to take over
many of the duties of the Masterful Controller of the Five
Seasons

Humble Monitor of the Process of Dying

overworked spirit responsible for ensuring that the
correct number and type of forest creatures and plants
dies at the appropriate times, and of the appropriate
things. Often has to reign in over-zealous spirits of
disease, fire and poison, as will as have the
occassional "talk" with greedy spirit animals.

Joyous Representative of the Process of Birth

the equally overworked, but much happier older "sister" of
the Humble Monitor, she is responsible for ensuring that
the proper number and type of animals and plants are born
each year. Often has to reign in over-zealous spirits.

Masterful Controller of the Five Seasons

this spirit was once responsible for ensuring that the
various seasonal and weather spirits act appropriately.
This often included engaging in combat with overly vicious
winter spirits, hearding minor spirits of rain in the
spring, and ensuring that temperatures change
appropriately. While the Administrator was responsible for
supervising the effects of the changing of the Seasons,
the Masterful Controller was responsible for the actual
changes.

However, over times (since the valley was lost) the
Masterful Controller became discontent with his place
within the Celestial Bureaucracy. He attempted to leave;
however, until the valley is "found" again (meaning your
PCs taking knowledge of it back to the civilized world) he
is stuck in the valley. Therefore, he has become petulant
and violent. He occassionally uses his own powers, as well
as his station to bring havoc to the valley. This includes
whipping spirits of fire into frenzies, and causing huge
forest fires, and making spirits of wind and rain create
horrible storms.

This has caused problems, seeing as the Administrator of
the Changes has been having to slowly take over the
Masterful Controller's duties (which is technically
against the laws of the Bureaucracy, and frankly, not what
the Administrator is suited), but also has to content with
the Masterful Controller, who is only making things worse.

Luckily, the Masterful Controller of the Five Seasons has
not gotten to the point that he will actively attack any
other valley's other major spirits, as he could easily
defeat any of the others in a one-on-one situation.



Minor Spirits:


The Dutiful and Nurturing Tender of Uncounted Millions of Blades of Grass

The longest and most flowery title goes to one of the
weakest and most insignificant spirits that is not a
spirit of one single thing.

He is responsible for tending grass within the valley.
This makes him a very neurotic and sullen spirit, as grass
is the least respected flora. Trees take its sunlight,
weed choke it out, animals eat it, everything that can
move tramples on it. Yet the Nurturing Tender must ensure
it grows strong and beautiful.

The Measurer of Growth

She is responsible for ensuring that all plant and animal
growth is within acceptable perameters. Much like the
duties of the Administrator used to be, The Measurer's job
is incredibly simple, and garners far more respect that
its worth. Very few spirits or creatures ever get out of
line and grow at an unacceptable rate, and when something
does, The Measurer gives a very simple choice to the
spirit of the animal or plant: Stop growing or be killed
by the Humble Monitor.

3 The Council of Dirges

Chiaroscruro has many courts among its spirits. One of these courts is called "The Council of Dirges". This Council is made up by a majority of the cities Bloody Hands, but also has Disease Spirits and Dark Dream Flies. Also it should be noted that while the Greater Ghosts of the Underworld of Chiaroscruro do not hold a place in this court, those that hunt the Hungry Ghosts of the city are heard when the court is in session.

The court was founded when three tribes of the Delzahn conquered the War Lords who controlled Chiaroscruro. Each tribe had one Bloody Hand that was chief among the tribes spirits of murder. Eyes of Venom, Brutal Witness, and Cold Night banded together to forge the Council of Dirges, and lord over all the Bloody Hands of the city, only to find that there was only one already in the city. This single Bloody Hand however had been in Chiaroscruro since its founding. He was old and powerful, and had long since claimed the city for his own, barring all others from it. He was known as Gluttonous Observer.
